Housing is a fundamental element in the social determinants of health and includes access, availability, affordability, quality, and homelessness. Recently, housing prices in Huron have rapidly increased—in many cases prices have doubled. At the same time, housing supply, especially affordable housing for both rental and ownership, is almost non-existent. Many Huron residents, including young families, low-income earners, and seniors are now potentially unable to afford to keep living in the community.
Canada’s first National Housing Strategy Act declares that adequate housing is a fundamental human right affirmed in international law. It recognizes that adequate housing is essential to a person’s inherent dignity and well-being and to building healthy, sustainable communities for all.
Housing is considered “affordable” if it costs less than 30% of a household’s before-tax income (shelter cost-income ratio). The ratio applies to housing provided by the private, public, and non-profit sectors and includes all forms of housing tenure: rental, ownership, and co-operative ownership, as well as temporary and permanent housing. Given the current context in Huron with housing affordability and shifting demographics, it is important that we continue to approach housing through the lens of a continuum that is based on providing adequate, affordable, and accessible housing for all.
Homelessness is not a choice – it’s about a lack of choice. It’s about not having access to the resources to prevent falling into the current of homelessness, a current so powerful that it cannot be escaped alone.
The Addiction Supportive Housing (ASH) program is designed to meet the needs of Perth or Huron County individuals who are precariously housed or are homeless. It is a therapeutic program for individuals who would benefit from intensive addiction case management and safe, affordable housing. Potential participants must be a client of Canadian Mental Health Association (CMHA) Huron Perth Addiction and Mental Health Services before a referral to the program will be made.

The County of Huron is proud to announce the launch of the Bridge Housing and Stability Program which will begin in November 2024. This program is a collaborative effort with the Canadian Mental Health Association Huron Perth Addiction and Mental Health Services (CMHA HP), to prevent and address homelessness in Huron County.

Huron’s By-Name List is managed by County of Huron Social and Property Service staff and is regularly maintained by many community organizations. It provides real-time data on those experiencing homelessness in the community at any given time. Utilizing the data collected from the By-Name List, County of Huron staff lead the Huron County Homelessness Coordinated Access System. This system ensures that local organizations can better work together to effectively address the specific needs of those experiencing homelessness within the community.

Connection Centres are an initiative led by United Way. The Centres offer wrap-around supports including trauma-informed care, substance use and mental health counselling, as well as basic needs such as showers, laundry and food. Services are client-centred, providing dignity and choice with an unrelenting focus on securing permanent housing.

The Transition Bed Program supports individuals coping with a mental health crisis in Huron or Perth County. Transitional Case Workers support the Transition Bed Program 24 hours a day, 7 days a week. Transitional Case Workers are mental health professionals who work with the client and community supports to create and implement a plan for enhanced stability to meet urgent needs in a safe, therapeutic environment.

The County of Huron occasionally offers the Homeownership Program and Ontario Renovates programs. Homeownership Program: The Federal and Provincial governments are providing funding to make homeownership affordable for low and moderate-income renter households by providing down payment assistance in the form of a forgivable loan. Ontario Renovates Program: This program is designed to improve the living conditions of low to moderate income households in need. It offers financial assistance to complete home repair deficiencies, energy efficiency upgrades and accessibility upgrades for persons with disabilities.

Women’s Shelter, Second Stage Housing and Counselling Services of Huron provides housing for women and children who are victims of family violence. Second Stage housing provides rent-geared-to-income apartments in a secure building for women, with or without children, for up to one year.
