Housing Stability and Homelessness

Housing is a fundamental element in the social determinants of health and includes access, availability, affordability, quality, and homelessness. Recently, housing prices in Huron have rapidly increased—in many cases prices have doubled. At the same time, housing supply, especially affordable housing for both rental and ownership, is almost non-existent. Many Huron residents, including young families, low-income earners, and seniors are now potentially unable to afford to keep living in the community.

Canada’s first National Housing Strategy Act declares that adequate housing is a fundamental human right affirmed in international law. It recognizes that adequate housing is essential to a person’s inherent dignity and well-being and to building healthy, sustainable communities for all.

Housing is considered “affordable” if it costs less than 30% of a household’s before-tax income (shelter cost-income ratio). The ratio applies to housing provided by the private, public, and non-profit sectors and includes all forms of housing tenure: rental, ownership, and co-operative ownership, as well as temporary and permanent housing. Given the current context in Huron with housing afford­ability and shifting demographics, it is important that we continue to approach housing through the lens of a continuum that is based on providing adequate, affordable, and accessible housing for all.

Homelessness is not a choice – it’s about a lack of choice.  It’s about not having access to the resources to prevent falling into the current of homelessness, a current so powerful that it cannot be escaped alone.

Huron Heart to Home

The Addiction Supportive Housing (ASH) program is designed to meet the needs of Perth or Huron County individuals who are precariously housed or are homeless. It is a therapeutic program for individuals who would benefit from intensive addiction case management and safe, affordable housing. Potential participants must be a client of CMHA Huron Perth before a referral to the program will be made.

CMHA – Community Homes for Opportunity

CMHA provides supportive housing with 24-hour supervision in a group home setting for individuals with serious mental health issues. Staff ensure that each client’s unique needs and choices are assessed and addressed.

Coordinated Access System

Utilizing the data collected from the By-Name List, County of Huron staff lead the Huron County Homelessness Coordinated Access System. This system ensures that local organizations can better work together to effectively address the specific needs of those experiencing homelessness within the community

County View Seniors’ Apartments

In partnership with the Canada-Ontario Affordable Housing Program, the County of Huron has built a new 31 unit apartment building for seniors called the County View Seniors’ Apartments.

Emergency Shelter

With a lens of intersectionality, increased funding, and staff specially trained in trauma informed care, substance use, and mental health services, the Out of the Cold Emergency Shelter program provides an emergency shelter that also offers wrap around supports. The emergency shelter is open for the cold weather season.

Enumeration and By Name List

The Enumeration Project is a point-in-time count of the number of people experiencing homelessness in a community. The Enumeration Project takes place every two years and is a process that enables homelessness to be tracked to see if it is growing or shrinking over time. All information collected through this process is completely confidential.

Homeownership Assistance

The Federal and Provincial governments are providing funding to make homeownership affordable for low and moderate-income renter households by providing down payment assistance in the form of a forgivable loan.

HPHA Transition House

The Transition Bed Program supports individuals coping with a mental health crisis in Huron or Perth County. Transitional Case Workers support the Transition Bed Program 24 hours a day, 7 days a week. Transitional Case Workers are mental health professionals who work with the client and community supports to create and implement a plan for enhanced stability to meet urgent needs in a safe, therapeutic environment.

The County of Huron’s Social Housing Program provides a range of administrative, support and funding services to provide affordable housing options in the County of Huron.

Huron Heart to Home

Huron Heart to Home is comprised of County of Huron staff who work with many community partners to prevent and address homelessness in Huron County. These staff connect people to community, local organizations, and resources that can help a person access long-term housing.

Huron Safe Homes for Youth

Huron Safe Homes for Youth is a voluntary, confidential service for youth (age sixteen to their eighteenth birthday) and their families/caregivers in Huron County. There is no cost to individuals accessing this service.

Newcomer Settlement

If you are a newcomer to Canada, you can get FREE settlement services. The YMCA provides settlement services to assist newcomers with information and support. Assist with communication with employers, landlords, social and government services and legal services and with the filling out forms.

Non-profit and Co-operative housing units which provide rent-geared-to-income and market rent housing for families, singles or seniors are available.

Ontario Renovates

The Ontario Renovates Program is designed to improve the living conditions of low to moderate income households in need. It offers financial assistance to complete home repair deficiencies, energy efficiency upgrades and accessibility upgrades for persons with disabilities.

Pathways to Self-Sufficiency

A program for Huron County residents that provides rental and utility arrears funding to low-income households experiencing potential eviction and/or utility disconnection.

Rent Supplement Program

The Rent Supplement Program offers private landlords the opportunity to play a role in the provision of social housing. This program offers eligible rent-geared-to-income (RGI) applicants accommodation.

Social Housing

There are several hundred rent-geared-to-income (RGI) apartments and houses located throughout the county. Huron County’s Housing Services provide housing to families, seniors, couples, single people and people with special needs in a variety of housing forms including townhouses, apartments as well as single and semi-detached dwellings.

Subsidized housing, or rent-geared-to-income (RGI) assistance, is available for eligible households.

United Way in partnership with CMHA

United Way in partnership with CMHA Connection Centres are being developed in Huron County. These Centres offer wrap-around supports including trauma-informed care, substance use and mental health counselling, as well as basic needs such as showers, laundry and food. Services are client-centred, providing dignity and choice with an unrelenting focus on securing permanent housing.

Women’s Shelter (Goderich) and Second Stage Housing (Clinton, Goderich and Exeter)

Women’s Shelter, Second Stage Housing and Counselling Services of Huron provides housing for women and children who are victims of family violence. Second Stage housing provides rent-geared-to-income apartments in a secure building for women, with or without children, for up to one year.
